It's client-agnostic: messages show up in any Matrix client, with Element (matrix.org's flagship app for macOS/web/iOS/Android) the most popular, plus FluffyChat, Cinny and others. Use a hosted homeserver (matrix.org) or self-host Synapse/Dendrite, then send with a tool like matrix-commander or a simple client-server API POST.
