You don't self-host it — you connect: irc.libera.chat:6697 over TLS (6667 plaintext), SASL supported. Web client at web.libera.chat. Runs Solanum + Atheme (both in this catalogue) if you want to model your own network on it. Add its host here and the port scanner recognises the IRC port.
