Netmaker builds flat, fast virtual networks across machines, sites and clouds using kernel WireGuard, with egress/ingress and relay gateways, ACLs and a management UI. Self-host the server via Docker; install the netclient agent on each node and enroll it with a token. Highest-throughput of the mesh options here (kernel WireGuard); open-source with a paid Pro tier.
